- Research grants for embryonic projects with commercial potential. There are 3 awards phases.
- Phase I - To establish the technical merit and feasibility of proposed R&D efforts
- Phase II - A continuation of successful phase I efforts.
- Phase III - follow on non-SBIR/STTR awards to fund the commercialization of technologies resulting from Phase I/II SBIR/STTR R&D activities

Small Business Technology Investment Fund (SBTIF):NYSTAR
- State operated venture fund that provides capital for start-up high technology companies. Investments range from $50K to $500K with a 3:1 match required from other sources. Investments are made in companies that have demonstrated proof-of-concept.
